Pakistan vs China for clothing manufacturing: an honest comparison for small and mid-size brands

Where each country is genuinely stronger — raw materials, product types, MOQ, cost structure, duties, logistics and communication — so you can pick by product rather than by reputation.

The short answer

Neither country is better; each is better at some products. China has the deepest ecosystem on earth for technical synthetics, complex outerwear with many components, and very large, very fast programs. Pakistan is the stronger choice for cotton-based knits and fleece, denim, leather, gloves and sportswear — and for brands whose quantities are small enough that a 300-piece-per-style minimum is a problem.

Raw materials

Pakistan grows its own cotton and spins, knits and dyes it domestically, so cotton jersey, fleece, French terry, piqué, denim and towelling are developed at source. For these fabrics, a Pakistani factory is usually buying from a mill in the same region.

China's advantage is breadth: performance polyesters and nylons, membranes and laminates, down and synthetic insulation, specialist trims and hardware, all available in small lots from a huge supplier base. If your product is a seam-taped shell jacket or a compression garment in a proprietary knit, China's supply chain is deeper. If it is a 400 GSM hoodie, Pakistan's is closer to the field.

Minimum order quantities

Chinese export factories commonly set minimums of 300–500 units per style and per colour, with higher figures for custom fabric; agents and smaller workshops go lower, usually at a price premium and with less control over who actually sews the order. Pakistan's large exporters are no different, but a segment of mid-size factories has moved towards first collections and test runs. Cost structure, not just price

Labour cost per garment is typically lower in Pakistan than in China's coastal manufacturing provinces, where wages have risen for two decades. But labour is only one input. Fabric, decoration, trims and the setup costs spread across a small run usually matter more at low volume, which is why two quotes for the same tee can differ far more than the labour gap alone would explain.

Duty is the input most buyers forget. Pakistan has held GSP+ status with the European Union, which removes import duty on most apparel lines; Chinese apparel enters the EU at standard rates. US tariff treatment of Chinese goods has changed repeatedly since 2018 and should be checked at the time of ordering. Always price landed cost — factory price, freight, duty and payment terms — not the ex-works number.

Lead times and logistics

China's logistics are the most developed in the world: more sailings, more consolidators, and air capacity from several hubs. Pakistan ships sea freight from Karachi and air freight from Lahore, Sialkot and Karachi; to northern Europe, sea transit from either country is measured in weeks, and the difference between them is usually smaller than the difference between a good and a poor forwarder. Get a lane-specific quote rather than assuming.

Production lead time depends on the factory, not the country. Sampling in a minimum of one to two weeks and bulk timing quoted per project is a realistic planning basis in either; promises of fixed lead times before the specification is locked are a warning sign in both.

Communication and compliance

English proficiency is high across Pakistan's export sector, and the time zone (UTC+5) gives European buyers a same-day working window; China (UTC+8) narrows that window by three hours. Chinese factories, in turn, have longer experience with large Western retailers' compliance programs and audit formats.

In both countries, certification claims should be checked the same way: ask for the certificate, its scope, the certified site and the validity date. A factory that says 'pending verification' is being more honest than one that pastes logos.

Choose by product and quantity, then verify the factory:

  • Cotton knits, fleece, denim, leather, gloves, sportswear and teamwear at 25–1,000 units: Pakistan is the natural fit.
  • Technical outerwear, performance synthetics, products with many specialist components, or programs in the tens of thousands: China's ecosystem is deeper.
  • EU-based brand sensitive to duty: check GSP+ eligibility for your product lines before deciding.
  • First collection or test run: pick the factory with the lower real minimum and the better clarifying questions, wherever it is.
